In order to address the topical issue of fighting corruption, a problem that erodes societies and weakens the safety of citizens, this Conference is devoted to this issue, which cannot be treated as an isolated phenomenon. GRECO marked its 10th anniversary in October 2009. This Partial agreement of the Council of Europe, of which Macedonia has been part since 2000, has proven to be an effective instrument for suppressing corruption by assessing the legislation of member states and the judicial administrative practice.

The October 2010 Conference represents a complement to the International Conference on Corruption held in Ohrid in July 2009, which was attended by representatives of influential NGOs, including Transparency International.

The forthcoming Conference should enable demonstration of results attained in fighting corruption, focusing on confiscation as one of the measures against this type of crime through presentation of international standards and their implementation in national legislation, of European legislation on confiscation and restitution of property and proceeds from crime, and of confiscation and restitution of property in practice.

Given that the topic – identification, seizure and confiscation of proceeds from corruption – as well as administration and corruption were the topics of the GRECO second evaluation round; while the financing of political parties was a topic in the third evaluation round, the Conference would add to the findings of the second and third evaluation rounds.

Furthermore, the Conference will focus on the return of illegal property proceeds (restitution of property) in the fight against corruption. In order to achieve this goal, representatives of the GRECO Secretariat will be invited to make a presentation of the observations and effects of this evaluation.
